The company came into the SBA’s 8(a) program in 2006, with representation and certification as a Native-American and Veteran-owned company, with primary classification in Commercial and Institutional Building Construction. The target market for their construction services was primarily government facilities in the mid-Atlantic region, and the 8(a) programs would allow for their entry into world of government construction contracts. Additionally, an office was established in Kapolei, Hawaii to develop contract experience in the non-8(a) arena, namely, as a subcontractor in the field of concrete reinforcement and post-tensioning cables for concrete construction work.

Revenue and contract awards grew steadily, along with the company’s job opportunities and working staff. Its first [non-8(a)] Blanket Purchase Agreement for Maintenance/Construction Services at various naval facilities in the Washington DC area was awarded on May 2006, in the amount not to exceed $3M over the 3-year term of the contract. The first of two 8(a) Indefinite Delivery Indefinite Quantity (IDIQ) contracts were awarded in 2008, and the opportunity to renew multiple option years with numerous delivery orders established the company as a viable entity.

By 2009, the company had established a complete management team with expertise in Civil Construction Mechanical/HVAC, Electrical, Architectural, Project Management, and Government Contracting & Administration. The staff surpassed 50 employees in 2010, and the company came to identify its unique niche and capabilities in the available market. The company went international in 2011 when it was awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract in Afghanistan, and it moved to establish a physical presence in the region. Staffing size increased to over 100 this year, and revenue topped $26 million in 2012. The need for additional structure in the organization and its processes was recognized, as a part of the company’s impending growth into the overseas markets and the environmental field.

By the fall of 2014 JSI expanded to over 100 employees plus augmentation by project with OCN sub-contractors.   New operations were opened in the Arabian Gulf and Africa markets by setting up operations in Dubai and Kigali, Rwanda.  The on-going projects involving FrameCadd based housing, commercial buildings, waste water system and road construction in these regions has allowed the company to become part of the community, tap into the local labor pools and utilize regional craftsmen.

Growth has continued steadily through the next three years with award from USACE and the ECC. The impressive growth allowed JSI to graduate from the SBA 8(a) program. In 2016 JSI was awarded of the Concrete and Asphalt IDIQ worth $30 million for the ASG on Bagram Airfield in Afghanistan.  In the Summer of 2017 JSI expanded to FOB Al Asad in Iraq.
